SAP Providers
A Substance Abuse Professional (SAP) is a licensed clinician (counselor, psychologist, social worker, or physician) certified by DOT to evaluate drivers who have violated drug or alcohol rules. The SAP is the gatekeeper between a violation and returning to safety-sensitive duty.
Key SAP Facts

The SAP does not advocate for the driver — their job is compliance and public safety

The SAP process applies even if the driver never intends to drive again (the violation still lives in the Clearinghouse)

If a driver changes employers during the SAP process, the new employer takes over the follow-up testing obligations

Owner-operators must arrange follow-up testing through a C/TPA
